NAR Construction Development is a licensed general contractor working across West Park and the rest of south Broward. Our clients are business owners, commercial tenants, property managers, franchise operators and the developers picking up parcels along State Road 7.
The office is in Hollywood, about fifteen minutes north on US 441, so a site visit does not have to be scheduled a week out. We handle permitting, subcontractor coordination, inspections and closeout under the same contract, which leaves the schedule with a single owner instead of four.
West Park Runs a Contracted Building Department
West Park does not staff its own building department. Permitting and inspections are provided under contract by CAP Government, working out of City Hall at 1965 South State Road 7. Plans go in through the CitizenServe portal on the Broward County uniform permit application, and inspection requests are emailed rather than phoned in, with a cutoff each afternoon for next day service.
None of that is a problem once you have worked inside it. It becomes a problem when a contractor arrives expecting a big city ePlan system and a counter open until five. Zoning review is separate and stays in house at the city, and any business opening or relocating here needs a Certificate of Use before the doors open. Water and sewer connections go through Broward County Water and Wastewater Services rather than a municipal utility.
Handling that is our job, not yours. We assemble the application, work through whatever comes back from review, and we are in the building when the inspector shows up. Broward code is administered countywide through the Board of Rules and Appeals, so the amendments are the same ones we build to in Hollywood and Miramar. What changes in West Park is the counter, the portal and the hours, and that is the part that quietly costs people weeks.

Ground up shells, tenant improvements, white box turnovers and gut renovations all run through the same contract. Most West Park work lands in the middle of that range. The commercial stock here went up when the neighborhoods did, in the fifties and sixties, and the corridor retail that followed is decades old by now. The drawings and the building rarely agree. Electrical service is undersized for what a modern tenant plugs in, the roof top units are past their useful life, and the demising walls are not where the as builts put them.
We price that reality instead of discovering it in month two. The walkthrough happens before the proposal, the proposal is line item, and change orders get written and signed rather than mentioned in passing. Broward’s building safety inspection program reaches a lot of these buildings, and the repairs it turns up are usually better folded into the tenant scope than permitted twice. We would rather raise that at the estimate.

West Park retail is arterial retail. There is no downtown here and no mall, so the customer count depends on frontage along State Road 7, Hallandale Beach Boulevard and Pembroke Road, and on whether the sign, the entry and the parking read clearly at forty miles an hour. We build to that. Storefront systems, entry sequence, lighting, flooring, fixtures and a back of house that keeps stock moving without walking it across the sales floor.
Parcels here are small, which changes how a job runs. Staging, deliveries and dumpster placement get settled with the property manager before we mobilize, because there is usually no back lot to put them in. In an occupied center we sequence the loud work around the neighbors’ hours and keep their entrances clear. The city’s Transit Oriented Corridor zoning along State Road 7 also allows ground floor retail under a taller building, and West Park has been putting its own vacant corridor parcels out to developers, so some of this work starts as raw dirt rather than a vacancy.

West Park has no hotel district and no restaurant row. What it has is neighborhood food: takeout counters, bakeries, markets with a hot line, family restaurants on the corridor cooking Caribbean and Latin menus for people who live within a mile. Those are the projects we get called on, and they are usually independents putting their own money in rather than a brand rolling out a prototype.
The kitchen decides the job. Hood, make up air, fire suppression, grease interceptor sizing and the sanitary connection all get resolved before anyone picks dining room finishes, and the interceptor goes through Broward County Water and Wastewater Services rather than a city utility, which is a review most operators do not budget time for. Most of these buildings never held a commercial kitchen, so the gas line, the electrical service and the exhaust path are new work rather than a tie in. We say that at the estimate, not at the framing inspection.

Getting three bids on a West Park project is easy. The corridor sits fifteen minutes from most of south Broward, so contractors will drive it. Sorting the numbers is the harder part, and the cheapest one in the stack is usually the one that left scope out.
What narrows the list is who has built here before. Someone who has taken a permit through CAP Government on the CitizenServe portal, opened a 1960s building and dealt with what was behind the wall, and run a corridor lot with nowhere to stage a delivery. None of that shows on a proposal. All of it shows on the schedule.

West Park Commercial Construction: Old Buildings, New City Hall
West Park is about two and a quarter square miles with roughly fifteen thousand residents, sitting on the Miami-Dade line between Hollywood, Pembroke Park and Miramar. It became a city in 2005, Broward’s thirty first, but the place is much older than the city hall. It was assembled from four existing neighborhoods: Carver Ranches, Lake Forest, Utopia, and a Miami Gardens that has nothing to do with the City of Miami Gardens over in Miami-Dade, a distinction worth getting right when you are pulling records. Those neighborhoods were platted and built out in the fifties and sixties, and that is the building stock a commercial contractor works with here.
Commercially, everything happens on the arterials. State Road 7 carries the bulk of it, with City Hall at 1965 South State Road 7, a Home Depot in the next parcel, auto dealers and independent service shops further south, and freestanding retail scattered between them. Hallandale Beach Boulevard and Pembroke Road pick up the rest, including a strip center under construction and a two story office building the commission approved. Small bay industrial sits back off the corridor around SW 25th Street. County Line Road is the southern edge, and the jurisdiction changes at that street. Both counties are in the high velocity hurricane zone, but the product approvals and the reviewing agency are not the same on either side of it. If the building is in West Park, the code you are building to is Broward’s.

Commercial Construction Questions We Hear in West Park
We do. The city's building function is contracted to CAP Government, and everything is filed on the CitizenServe portal using the Broward County uniform permit application. Assembling that package, clearing review comments and scheduling inspections is on us. What we need from you is a signed Notice of Commencement, and if you are a tenant, the landlord's signature on the application.
Plan review usually drives the calendar more than the construction does. We give you a schedule with the review window and the long lead equipment dates already in it, rather than one that starts counting at permit issue. Once we have walked the space and read the drawings we can put real dates against it.
If you are opening in West Park or moving an existing business into the city, yes. It runs through the city's planning and zoning side, separately from the building permit, and it is one of the more common reasons a tenant is finished but still cannot open. We raise it at the start so it moves alongside construction instead of after it.
Undersized electrical service, roof top units at the end of their life, and demising walls that are not where the as built drawings show them. We open up what we can before pricing so those land in the proposal instead of arriving as change orders. Broward also runs a building safety inspection program that reaches commercial buildings once they hit a certain age, and where those repairs overlap your scope it costs less to permit them together.
Yes, and most West Park corridor work is exactly that. Access route, delivery hours, parking and dust control get agreed with property management before we mobilize, and demolition and anything loud gets sequenced around the neighboring tenants' hours. Their entrances and their parking stay usable throughout.
